Series 2. Housing Initiative Program Records, 1978-1985.

This series contain records of the Federation's Housing Initiative Program (HIP). Included are mission statements, correspondence, memoranda, minutes of staff meetings, minutes of meetings between staff members and representatives of organizations who used the Federation's technical assistance services, staff activity reports, directories of minority contractors, mailing lists, grant applications, reports, and budgets for housing and rehabilitation projects, including co-ventures with the Spanish Merchants Association of Philadelphia. Additionally, the files document the work of Gray Smith's Office in conducting a Hispanic Housing Needs Assessment Study for the Federation, 1981-82. The series also contains files from the Vacant Properties Survey conducted by HIP staff in selected census tracts in North Philadelphia, 1981-82. Included are information about these neighborhoods from official city property lists; correspondence dealing with the recruitment and training of youth from the Hartranft Community Center to work as surveyors on the project; memoranda by project supervisor Julio Barreto, Jr., concerning the methodology and implementation of the survey; printed area maps; and 36 detail maps which contain the survey findings.

The Spanish Merchants Company was established by the Spanish Merchants Association of Philadelphia to distribute milk to Spanish-speaking grocers. It was the first minority milk cooperative to act as a subdealer with its own license not subject to price controls of the Pennsylvania Milk Marketing Board.
